The MA law was 88 pages long, leveraged existing federal $$, and closed our coverage gap from 92% to 98%. It has issues, but it was a targeted effort to solve a specific problem here in MA. The federal law is 2,000 pages long, creates thousands of new federal responsibilities (really), redefines state/federal relations, raises $600 billion in new taxes, cuts Medicare, and will raise the cost of health care and further explode an already exploding federal deficit.
Do not let people who wish to mush the two laws together get away with it. They are not the same.
